402CID LS Won't start

I have been beating my head against the wall for three plus days.
I have a 402CID engine, AFR heads 42# deatchwerks injectors.
2008 Corvette calibration on a PCM and a have tried multiple harnesses.

Here is the tune I am using, I am out of ideas.
It is getting fuel, it has pressure, spark, again I am at the end of my rope.

Engine is on my engine run stand and waiting to startup to deliver.
Engine was primed and after it wouldn't start the first time I even pulled the front cover back off to be sure the cam was correctly installed, no issues.
The only thing I see is that it is commanding 3.91 AFR at the time I crank it, it just seems super rich. Plugs are wet after cranking, it is clearly getting gas, can't put my finger on the issue.

Any help is appreciated.

That AFR for start is fine. It doesn't stay there but a split second. Give it some more start airflow and cranking spark.
