Have a surge when let off to slow down can some take a look

Just put a motor in a 99 Trans am have surge problem when letting off also if give it a small rev it stalls i put a list of whats done to the car below any help will be greatly appreciated

Car specs
99 Trans am
LS2 with 4l60e
BTR stage 4 cam
Trickflow 225's
Fast 102 resealed and lock tighten runner bolts
NW 102 TB
Stock Maf
Slp lid
Kooks headers with new 02 sensors
smoked tested no leaks
2 bar map sensor (use to be a boosted setup but all motor now)
NGK TR6 plugs
PTC converter

throttle kracker needs to be zero out in you rpm rang vs your speed look up throttle kracker tuning i had the same prob
