You can adjust spark and fuel and sort-of tune for mild forced induction.
But the specific things you asked about you cannot do. You also cannot shut off many of the codes you would want to - like catalyst codes for cat delete.

i also have a 99 dakota , and i wold be nice if its possible to change settings for MIL lamp , it have a standalone ecu and oem sett warnings for injectors , ciol, IAC.
it would be nice if there was a writeup what it could do or not .
