7.3 Speed Limited to 37 MPH

I have a 2001 F250 7.3 that was used at an airport and is governed to 37 MPH and I don't see what is causing it in the tune file, someone want to take a look please?

I also have a log file but its with a Snap On scanner and you would need to download Shopstream to view it. https://www.snapon.com/diagnostics/u...wnloadPage.htm

*Edit* - Looks like I can't download the files to this site.

It had a stand-alone box wired in near the APPS, box was made by a company called Sturdy. Part number for the box - 57D-02996. I cut the green speed signal wire going to the box.
