Fans on low speed all the time P0480

02 firebird w/ 0411 PCM

I hav ewhat seems like the internal drive is closed or shorted to ground at all times. Any one run into this?

Here's what we know:
1) Fans on low at all times
2) PCM sends ground to relay to engage fans in normal operation
3) Fans remain on with key out of car. (Read: Key is in your pocket)
4) With PCM out of car & one the bench, no harness; a ground is sent to one of the factory ground pins on the blue connector. Fan pin has continuity to ground. This should be an open circuit unless instructed otherwise, no?

Id this PCM kaput?

I agree with your testing. If the pin for LO fan control is grounded with the PCM on the bench, no wiring attached, I'd believe there is a dead short on the driver for that circuit.
