The manufacturers have Emission controls in their actual cars.

Chevrolet change their Software for Germany and give us big trouble with it, for Ford there is a trigger in HPTuners.

Especially the range between 2-3k rpm is lowered in third gear.

What about Dodge ? Is there something in the NN and can it be fixed by tweaking weights and biases without understandig or rescaling the whole network, and how to locate the values?
