2015 Challenger Will not shift into 1st gear

I have a 2015 Challenger R/T and it won't downshift to 1st gear until the car is stopped. I was curious what a safe RPM to have it downshift to when coming to a stop (0% Throttle).
I have all the spread sheets and I assume keep it under the upshift RPM.
    Thanks
I am not the guy that tunes transmissions, our username is similar. If yo message me about I am not replying anymore.

Assuming it is equipped with an 8HP, there is no low sprag, so you really don't want it to go back to first until you are stopped or it will have an unpleasant downshift clunk.

The max value is around 20% lower than upshift point.
    Example:
    - 1st to 2nd: 500 rpms
    - 2nd to 1st: up to 400 rpms

In case done correctly (shift pressure, shift timing, torque management, torque converter), it will be good and safe.
