The OS can be changed. The 99-00 LS engines have the 896 PCM. It's common to upgrade them to the later OS that the 2001-02 411 type PCM has in it, such as the 12212156.
You do have to use the Write Entire option.
What vehicle and engine are you working on?

I make all the 99-00 into 01-02 OS I do
