Confused about ability to tune 2019 C7 - locked?

I traded my 13 Mustang GT (which I learned/tuned with HP tuners) for a new 2019 C7 Stingray.
I started reading this forum again and I see posts about 'locked' tune.

    Can someone clarify for me:
    • Is it even possible for me to write to this ECU with HP tuners?
    • What else besides GM credits do I need to be able to write to this ECU?

I eventually want to add headers and cam and want to be able to tune for that.

Thanks so much for any direction here.

TCM writes now require an internet connection to parse the data before writing. Used to be able to make trans tune changes at the track without Hotspotting but not anymore. Problem is, if you are at a track that doesn't have good cell signal, you are screwed on a good connection to be able to make tune changes. HPT sucks for changing this
