What kind of vehicle do you have??
I can tune many vehicles with my laptop in a parking lot without internet.
2016 Silverado CCSB 5.3/6L80e, not as slow but still heavy.
If you don't post your tune and logs when you have questions you aren't helping yourself.
I am in agreement with 5FDP. Once the VIN/Credits are verified in your HPT you should be able to tune off line.
Don't think there's a way around it for newer vehicles.
