I hold down the stabilitrak button until it goes off completely, but when I apply enough brake to keep it from taking off.....it's clearly cutting power.

Torque management settings in the engine tab.

Wow, you have your snark turned up to 11, that might be it. There are only a handful of settings in that tab, and I don't have the tune on this PC, sorry.
