surging issue in c10 swap

this is my first post and looking for a little advice. my tuner kinda left me out to dry so i purchased hp tuners to see if i could get a little help here. this is a swap in a 85 c10. l9h/6l80 has stage 3 btr truck cam, holley mid ram and headers. i have a surge around 1800-2000 rpm. any advice to get me headed in the right direction would be greatly appreciated.
