Vcm scanner open layout issue

I was emailed a channel layout to use for data logging, but I cant get it to open. By default it was pulling up this weird window in internet explorer, when I forced it to open with vcm scanner it would say incorrect header. When I downloaded it from my email it saved straight to my layout folder as an xml file with my layouts that Ive made myself, and they all open. Im sure its something simple but Im not very good at this lol, any advice is appreciated

Same issue here, and when i have my own set of layouts that work for my Scanner if i email them the customer will have the same issue.
