I do not have access to the stock read from my TCM, it was tuned by someone else before decided to mess with it more. I have downloaded the 2021 TCM file that you posted. After making the changes I needed, I am unable to write it to my truck. I have MPVI3, and 8 credits. I keep getting a message stating that my truck is unlicensed. Are you able to change the VIN on these files so that it matches the VIN of my truck?

You need to download your current TCM file from your truck (tuned or not) and use it as the base file. Then open the 2021 file you've been modifying under the compare menu and use the "view comparison log" and copy over those settings into your base that has your VIN.

I was having this issue with a 2020 I was working on. I initiated the file write and then switched the key on and it worked perfectly
