Please help with my tune. 99 silverado 5.3 turbo 4l80e

This is my first post here and dont really k now the ropes yet so I hope I give what's needed. If more is needed from me please don't roast me I will do my best.

99 silverado 5.3 7875 turbo summit stg 2 turbo cam, running pump 93
4l80e coan converter 3kish stall hd2 shift kit

So to start off, I paid someone to tune my truck and it shifts fine driving around normal but during wot it sits on the limiter or shifts from 2nd to 3rd and back to 2nd very fast and then doesn't go into third unless I let out of the throttle. My tuner blamed the tranny guy, the tranny guy blames the tune so if Yall can help me get it worked out Ill simply leave them out of it. I have tried to move the rpm lower and the mph on the 2-3 shift with no luck. Does everything seem to look ok? attached is a pretty lousy log ill take the truck to work tomorrow and try to get another log.donovan first tune.hpt9-11-21.hpl

Did this have a 4L80 in it from the factory?
If this is a SD tune, you should set P0101,102,103 to MIL on first error so that it fails immediately. Uncheck the ses boxes if you don't want to see the light. You might have to do some retuning.
I am going to post this and hope someone will verify or correct it. If you look under Trans Diag---Max Line Pressure--I believe all three need to be disabled since you are running SD on this P01. I just don't remember.
I will take a look at the shift scheduling in a minute
The only shift point that you have on the scan at WOT is the 2 to 3 shift. It happens at 6300 rpm at 73 mph---within the range you have set for wot shifting.
Looks like you have 69mph at 5950 rpm. That's 4mph and 350 rpm difference--about where it should be.
