2013 Ram o2 Monitors Not Setting?

We recently installed a Whipple on a customers truck not long ago. The kit is CARB legal, and the truck has a very mild camshaft in it. Everything else is stock.

We cannot get the o2 sensor monitors to complete in order for the truck to pass emissions. Nothing has been modified in the tune that would keep this from happening as far as I can tell.

Has anyone else ever had an issue like this? I posted the tune below.

Put it in a compare with a stock Ram file and turn the DTCs back on that are off.

There's a bunch of stuff turned off in this file.
