Try raising torque limit tables and torque limit parameters above all other fuel limits?
All torque limiter switch or table(the one i found) have been diseabled or maxed out...unless i missed one

I did see some one on here say they had a Torque curve limit issue, they raised the max mm3 on the pedal map and it went away..
i have hit it before and tends to be when the ecm can't make the desired rpm (not enough fuel to achieve xxxx rpm) raise your max fuel up
