Speedo out by 30%

Hey guys, first post and eager to learn from my mistakes here. Back story we 4.8 swapped buddies 2017 wrx and now were trying to get the speedo to read accurately. Using vcm scanner it's out by 30%. I've used the tire wizard tooling with absolutely no effect on error percentage. Been screwing around with it for quite a while now even entering absurd numbers for dist/tire aka 1000 results in no effect. Changed the diff ratio to what's in the car as well. I've found the only thing that successfully brought the speed to relative was to change the vss pulse count from 40.000 to 52.000 doing this brought it to withing 3km of actual speed. (not in front of the laptop so I apologies for not using the correct terms here. The reason I did this to account for the 30% the speedo was off)
What in the heck is going on here? Even thought it's now reading accurately I'd like to know what I'm doing wrong here.
