2019 F150 VMP Blower stays 1.0 lambda @ WOT

I'm having an issue with this truck. i finally got it idling and running decent but while on the dyno it will not go rich, the PE is commanding the correct fueling but no matter how much fueling i add to the ve tables it doesn't effect it. I'm at a loss. ive spent two weeks on this vehicle its been a nightmare. any help or insight would be appreciated.
