Buying used MPVI2 scanner

Hello - I have found a lady selling an MPVI2 odb2 plug, cable, and USB dongle that she states was included in a Mustang she recently bought. I assume she does not have any more information on it.

If I were to buy it without any additional info, would I be able to register it and add it to my account (once I create one)? Or would it be useless to buy without additional information from the previous registered owner?
