There are no parameters in the PCM for transfer case operation. The pushbutton transfer cases in '02 Serrias, prolly also Silverados, are controlled by a module under the dash. I've got two 411's I'm working with, an '02 and '03, both from 4x4 trucks, going into 2-wheel drive trucks, and I haven't found anything relevant to transfer case controls yet. The '97 & 98 4x4 push buttons I've worked on have a dedicated control module under the dash, separate from the PCM. My '02 4x4 donor truck, has a body control module under the steering column that is linked to the PCM via class 2 data link.
Your conversion is going to be more involved with transfer case wiring harness power and switch integration and body control module physical swapping than PCM configuration.
Not to mention the physical fabrication work of removing front suspension and steering and installing an IFS differential... unless you're going for a solid axle swap... that's prolly easier from a fabrication point because some 2WD frames have different geometry to mount the front springs and components making the conversion process more difficult. At least in the C3500s anyway it's more difficult to convert to 4x4.

The fabrication is the easy part. I have reversed engineered that wiring harness with the TCCM. And I just got a free pcm today that has the build to it. I'm essentially installing a factory item on a truck. Can I just swap computers, power up the wiring harness, and see if it shifts?

PCM doesn't control transfer case. It has it's own module like bend wrenches told you.
