2020 Scat Charger Vortech not getting requested timing

I've done lots of procharger setups on hemis up to 2019 in the past and this specific year has something in the operating system I may have missed or is new I'm guessing. Why cant I get the requested timing in part throttle or wot? To take a guess I think I'm always in a torque reduction mode. Any ideas? Here is a roughed out tune and a log. Also the Pratio doesn't match the manifold absolute sensor.

Four degrees in wot is all I can get. Due to the lack of timing it hits overtemp often. In cruise, I cant get the timing I want either. It is always lower than I want.

6.4 with drop in forged pistons and rods.
3 Bar Mopar Map sensor.
Hellcat injectors
Boost cam
Shorty headers, factory cat pipe, Corsa cat back
Vortech Procharger looking for 8 psi in the end.

Got it sorted already. The customer built the engine and failed to tell me that he locked out the camshaft fully. No more misfires, no more high temps, getting desired timing, moving on with the tune. Nothing special about this OS just a communication failure. All I had to do was turn off "1 Phaser System."
