2011 LML stock file flash

I was contacted by a local dealer that has a 2011 LML at their shop, the truck has had a rebuilt title and I guess GM has stopped programming ECMs if the vehicle is a rebuilt title.

So they had to replace the ECM and can?t program it through the dealer. So they asked me if it was possible I could do something, what could be the options using HPT and VCM suite, if any?

Find a vehicle with the same options and use that VIN.
