2018 F150 Raptor P/N rev limit

I have a 2018 F150 raptor that has a rev limit around 4000 when in park or neutral and I can't seem to get it up. Tried increasing the fuel cut rpm, lowered the hysteresis and increased the P/N rev limit. Still nothing, any advise would help

Here is the stock file. As stated, increase in P/N rpm limiter yields no change.

Some years you have to change it in idle and rpm limit. Check both ecu and tcm.
