Hard Limiter in 4th (2016 6r80)

I have a Gen 2 Coyote/6r80 combo that I've been tuning on. I'm getting everything pretty well figured out but I keep hitting a hard limiter on the 4-5 shift. I have the shift commanded at around 7,400RPM but it tags a hard limiter at 7,000RPM. It's primarily a 1/4 Mile car so I'd like it to rev out in 4th because that's when it goes through the beams.

I've tried this with the same result. No matter what I change, tire height, speedometer, shift points, limiters, it does it at the exact same RPM every time.
