10r80 Not Following Commanded Shift Points

I cannot figure out how to make this 10r80 follow the commanded shift point to save my life! Commanded 7700 rpm only to get 7200 rpm each shift, each gear.
Running out of ideas. Reaching out for help. File is attached. e85 p51 fml trans.hpt

Quick explanation of what lower clip is? I see 650 rpm as the value.

Have you turned off the Torque Based Shifting yet? If you still have it on there are going to be a lot of factors that modify your WOT shift schedules that may be messing with you.
