Oxygen sensor readiness monitor

The cats in my SW exhaust apparently just don't do enough work so my CTSV will throw p0420 and p0430. Normally I wouldn't care, but I'm trying to renew tags and I'm failing due to my catalyst and oxygen sensor monitors being not ready.

I thought I might be able to disable the catalyst test and set those two codes to no error reported in hopes that it might allow the oxygen sensor monitor to go ready.
i can pass with one monitor not ready, so this would be enough for me to get through. But after a bunch of driving everything has gone ready except for those two monitors.

Should the oxygen sensor test still complete with these changes made?
I'm not highly versed in HPT so I'm guessing here, but do any tricks to get it down to only one monitor exist out there?

If I'm SOL I'll have to register my car at a different address and I'd rather avoid that.
