So i added some timing on the low and mid range rpm thinking the track would take it and in 5th gear the throttle closed to 72% in 5th gear, what im i missing, i would have tough that it would do it in all gears.

You're not logging any torque PID's so I can't tell what is limiting the car. However, you only have "normal" driving mode under driver demand increased enough. On these cars "Normal" is Tour mode, "Winter" is actually Track mode, and Sport could be Eco or Sport depending on the model and year. GM left all of the labels the same but the modes don't match up to the actual Driver Modes. So this may be as simple as you are not requesting enough Driver Demand Torque as the MPH increases. Notice how in B and C mode the requested torque decreases as MPH increases.
If you really want to see what is happening, you will need to log quite a few torque PID's in regards to requested immediate and predicted torque, along with actual and delivered torque. There is an extensive thread on here about what to log.
