2016 Mustang GT "ENIGNE SPEED LIMIT" under Torque Source

I posted on here a while ago but didn't really get any responses. I'm a lot more experienced no but still haven't figured this out. I've talked to several well known tuners, HPTuners and Ford Performance and no one can give me an answer.

Gen 2 coyote with a 6R80, shifts fine on every shift besides the 4-5 shift. Commanding shifts at equivalent to 7,500-7,700RPM and works fine aside from the 4-5 shift. It hits a hard limiter at 7,000 (Most of the time, sometimes a smidge higher) and the torque source goes from "Driver Demand" to "Engine Speed Limit" and closes the throttle, hits the limiter a couple of times and shifts into 5th. I've changed the obvious RPM Limits in the tune with no luck. I also raised the "Lower Clip" to 3,000 RPM and it still does it.

    Any help is much appreciated.
