Pin 13 of the DLC goes to pin 13 of the PCM which is labled as "Voltage supplied at all times (overload protected)". I'm guessing that the DLC pin 13 is used to power the PCM when you want to flash...
The EEPROM is not a 28F010 but since it has the same package style and a similar pinout for pins like power and GND its probable good place to start.

You need to know the period of the PWM to get the duty cycle in percent.
duty cycle/period = (24ms)/(?) = duty cylce %.
The period is the inverse of the PWM frequency. 1/Freq=period.
