How does it behave when the Trans Airflow Ramp In table (13642) isn't cut to less than half what it is in a stock file? Don't bigger numbers add more airflow on a transition?

No the Boost table is always always always going to be displayed as Percent (%), you cannot change it to match the weird setting you have for the Primary table. Right click, Units. It is grayed out...
Your tables, with both shown in Percent (%). In your editor, you somehow changed the units on the Primary table. Change it back.
Then multiply the whole Boost table by 100.
Yep, different units. The 105 kPa column in your boost table has 100 times less fuel than the 105 kPa column in the primary.
Maybe the Primary table got the units changed to Number () before the Boost table was done... except the Boost table doesn't allow changing units to match, it's always in Percent (%).
When it's cranking and not starting, what happens if you keep cranking and crack the throttle open?
