No, but that would probably work too.
I can delete SKIM on the older PCMs now. Unfortunately, it wasn't HP tuners that made it possible. And it cost me about 2 grand to make it possible :-(

It appears that the problem with HP Tuners might be their VATS switch only has PWM or Serial as options. Other software has it as 0 = VATS Enabled, 1 = No Light, and 2 = Disabled.

On no crank, it could be because the vehicle has starter interrupt. So even if you delete VATS, the theft module is not grounding the starter relay, preventing the starter from cranking the engine....
I have a 99 Olds 88. VATS is set to PWM from the factory. Codes P1626 and P1629 are checked, and P1630 and P1631 are not checked from the factory.
