Doesn't look like the 2016 file is actually stock or it's a one-off. My 2019 file matches the 2015 values.

Dumb question but starting simple....you have the extra credits correct? I think it's an additional 3 over and above the 4 needed for the PCM. Assuming you have the credits, have you tried another...

Remove the oil filter and cut it open to check for glitter (or drain the oil). Wouldn't surprise me if one of the lifters went south. DoD cars seem to have a bad habit of that. Might also consider...
