Unless something has changed, you don't need to have the MPVI to view an existing tune file.
If you mare asking about reading the existing tune from your car, then yes, you need the MPVI3.

If random cylinders are different temperature, it’s not a tune issue, unless you are talking about one bank vs the other. This is a mechanical/wiring issue.
