Ed also says I don't have an open loop tune from them. He says my front, and only, O2 sensors must be toast and that I need to replace them. When they're not functioning I am running in open loop...

Do I need to have functioning O2 sensors to pass emissions or can I just tune for it?

So, does the engine run in open loop until warmed up and then go to closed loop when the O2 sensors kick-in?
