Reminds me of what some racer said back in the 1960's "Ya want a good tuneup? Move the seat up 2 inches and install a weaker throttle spring". This just sounds like the high tech version.

Agreed. Which is why I recommended trying an admin account. If that works, then he can adjust the directory and file privileges from there so that his user account will have r/w/x access.
Try using an admin level account and see if it works.
