Why are some tables with RPM axis so small in value?

Curious, I'm looking through some tables and I've been noticing a strange RPM axis where values range from -200 to 200

    What exactly do those indicate?

    Which maps you looking at?

Likely an offset from current RPM

    Here is an example

Also, is there a definitive answer as to what the numbers in these torque limiter tables mean?

Yea i dont think "RPM" is the best identifier for that.

Im guessing its the rpm over a time period (X Cyles), to identify of a speed up or slow down of engine speed? Just guessing here.

The map seems pretty flat here, so it really doesnt matter to be honest, probably just caring about the torque limitation at a given vehicle speed demand.
