E41 unlock tool issues

Anyone had issues with the e41 unlock tool have 2 ECMs here and brand new unlock tool.. I pinout on bench the same way multiple bench harness guys have said to do them tried and tested and had them check the Pinouts but everytime they ID it's says they require unlock and to email Hptuners the exact same message if it where in the vehicle with no unlock tool connected. I'm 110% sure that the tools faulty but vcm in Australia has been trying to help but no help so far

try to resync your interface before unlocking.

Done it multiple times no luck at all tried on 3 different ecms
