2018 Silverado 5.3 speed limited to 71 MPH

I have a 2018 Silverado 5.3 Fleet Truck in the shop that come in for the speed being limited at 71mph, it was purchased that way, no background on the truck. I drove it and it is for sure limited to 71mph. There is no aftermarket limiter hardware on the OBD or the Throttle pedal (did some research on plug and play systems out there) I figured someone must have done a tune and changed the limiter so I pulled the Stock tune. The Speed limiter says 135MPH? (I thought stock GM Truck was 98 MPH?) Is there anything else that can limit speed or any ideas of what might be limiting it?

Take a look at your minimum speed limit setting - it's set to 70. You also have some factory rpm limiters in the transmission if you plan on revving it out any.

This is a stock 18 work truck file you can use to compare to.
