Yes you can, if you have support for both vehicle types.
We got this guy Not Sure, ...
Although the better option is to spend 49$USD and get the 1bar SD enhancement for your vehicle.
That way besides only getting the primary VE you ALSO get dual spark tables that work
(Although the Enhancement is for SD ONLY )

You use the rewrite entire VCM option in the VCM flasher because the operating system numbers will more than likely vary.
Youve got support for that later year ?
Yup, and copy over most if not all tables i would assume, i've not been game to go down that path yet as bad things(tm) can happen if you miss some tables .

So, If i have support for 1999 and 2002 I'd be better off having my VCM reflashed to the 02 and tunning with it?

could you outline the steps that it took to do this?

I believe it goes like this
Get a stock .bin for the year you want (provided you have a license for that year)
Open VCM Flash
Use the Advanced -> Rewrite entire VCM
and that's it... remember though to make sure the year you're flashing to is compatible w/your PCM ... I know 99-02 F-Body V8 OS's can be swapped around. (I'm running an 02 OS on my 00 PCM)
Of course when doing this follow the appropriate precautions... car battery full, laptop full, screensaver off, power saving features off ... etc etc
