WOT Shift Speed vs Part Throttle Shift 100%

What would the difference be if those settings were different. Which one would it actually read from? For simplicity sake, let's say my Part Throttle Shift at 100% throttle is 37 and my WOT Shift Speed is 34...which would it use? I'm guessing the 34 would trump if my foots on the floor, but why have 100% of Part Throttle to begin with then...any ideas or comments???

And one final question...why is there down shift speeds on WOT Shift Speed???

If the table had no 100% throttle margin it would be considered an incomplete graph and therefore the ECM would have no idea how to tell 90% throttle from 100%. Once the 100% throttle margin is cleared the TCM switches over to the WOT table for final clarification on shift speed. However because both tables are taken into account to determine shift speed both tables must be set at the same speed or else the TCM will take both numbers, add them together, and then divide by two to reach shift speed commanded, (considering that the commanded RPM has already been met) Now there is a WOT downshift section so that if you lay into it and vehicle speed is below a certain MPH rating it will shift into a lower gear. Otherwise you'd lay into it and there would be no downshifting.
