Add "New Users / Getting Started" section

I see a lot of general "I'm new, what do I do" posts in the
Help section. I don't, and I reckon most don't go into the
Help forum unless I'm looking for something myself. A
forum that is oriented to the basics of getting started
might help separate the specific bug / feature help needs
(to be handled by HPTuners people) from the general
(which could be peer-supported in many cases). And a
good place to put sticky linkage for the benefit of the
    new fish, etc.

I've been thinking about this issue for the last couple of weeks because I've been seeing a large increase in "Hey, I just got this so what to I change first". Sounds like a great idea to me Jimmy.
