any reason id be in cell 15 non WOT?

I know its a open loop PE cell but why would i see this at say 36% TPS? I thought this was WOT only?

The FTCs in 0-15 all index by MAPxRPM. If you
get there at less than full throttle, there you
are. Check the FTC boundary tables and see.

At true WOT you can also end up in 15, but
you don't have to be WOT to get there if the
FTC boundaries are set low enough (conversely
on my F-body, I never saw cell 15 until I reset
    them).

the cells are refernced by MAP and RPM, not TPS.

you can go cell 15 at non WOT (anything over 2200rpm, 77 MAP usually)

i know the boundaries im just stumped as to how i can see 77 kpa w/ very little load/vacuum.

Well, as I see it, 50% throttle at (say) 3000RPM is
like 100% throttle opening at 6000RPM. That is, it
doesn't take much pedal to get full MAP at midband
or below. And evel less to get 3/4 atmospheric.

I'm sure it's not anything like perfectly linear, but I
    expect you get my point.
