In the box where I am writing this reply under your post which will now show a blank box under my post when I click post quick reply there are 3 tabs you can click on.
They say "Post quick reply", "Go advanced" and "Cancel".
Click go advanced then in the tool bar where you see the fonts, bold, underline, text size, smiley faces ect ect. there will a paper clip that says attachments when you highlight it.

yea i understand that but literally it is not there the fonts or any of it
ok so the problem was that i wasnot on the full site idk how that happened lol
Try a different browser?
I assume you are using a laptop or tower and not a phone/tablet to do this.
Maybe screen shot what you see.
