I know that the computer uses transmission output shaft mph for WOT shift speeds, what else does the computer use output shaft mph for? Does it use it for converter lockup speeds also or does it use the vehicle mph parameter for that?

Yes, for shifting and for TCC lock up as well as going to the Speedo. But that is a separate calculation.
And VSS goes to the ABS system on many trucks and probably other vehicles.
