Can ETC Scalar values cause reduced power??

I have a friend that has a car entering reduced power. His only code is the EBCM shutdown code, C1278 and no other. The 0068/1514 table is maxed out at 4.10. He has a KB supercharged 408 with all the goodies. Manual trans, Heads, cam, exh etc. It goes into reduced power on the launch. I was told that the P0101 MAF fail high value should be 255 instead of 0 even though it's a 3-bar tune and would like confirmation on that because I have a 2 bar and have never had an issue with it set to 0.
About the Scalar, he has a 90mm throttle body which should have a value of .0192 and the value placed in there is .0355.
Next item is the P0106 Error Calculated Max. Since it has a twin screw blower, it is able to build max boost at very low rpm's, but his values are lower than what I would have when taking this into account. Can exceeding the values in this table cause reduced power mode?

Also, is it possible that he has something causing the reduced power that is not being reported due to the DTC's table having that function set to 3 " no error reported" so we're not getting a hint as to what's causing the reduced power?

    Tune posted.

    Thanks.

Need to set your Maxiumum Delta Airflow-Po101 Error to 255 (not to 0)..Then set DTCs
PO101-PO102-PO103-to NO MIL Light...what the Scalar do is higher number mean more air coming through RPM will stay up,it has nothing to do with reduced power.Trust me just do it...I want to help you..

I appreciate the help man. He is a good guy and I'm just trying to help him. He drove over 3 hrs to Pinks only to have this problem. Tuner isn't helping much and he drove 500 miles each way for the tune. I don't know a ton. Just more than he does and less than many in this forum. I am just having a difficult time understanding why my 2-bar tune is set to 0 on that P0101 table and I'm not having this problem, but he is. He changed the value, but has yet to try it out to see if it fixed the problem. One of us will report back when he does. I promise!!

    Thanks again bro!

He's going hopefully test it today and let us know if it fixes the issue. I also had him review all of the items that are "no err reported" and allow errors for the items that might cause this issue.

Ok, he changed the value in the P0101 table from 0 to 255 and it is still acting up, however since enabling some of the trouble reporting, we now have the 1516 code from the TAC module. I have seen bad grounds from the PCM cause this, so I will send him into the wiring with a good meter to check everything and verify it's good unless you guys have some suggestions. The second test, it didn't throw the 1516 but still went into reduced power.
