alot of surge please help (tune inside)

i have a ls1 camaro with heads and cam(231/234) and it has a alot of surge and the rpm's drop really fast and i cant seem to figure it out. im gonna post the tune, im sure it will be obvious to someone who knows how to tune better.

I am sure it does surge with the base idle airflow like it is.
IMO that is to much spark in the main timing tables at WOT.Why is the IAT table zeroed?Very Bad idea,that table is there for a very important reason!!
