ls3 in 97 vette - up and down idle

Car runs fine but the idle often goes from 850 t0 1300 or so. Sometimes stays at 1300 (or so) until car totally stops.....I did not tune it, had another guy do it....as I said the car runs good but the idle stinks....any advice?

My problem is that I know little about this....I am not in an area where I have access to others with HP Tuners.
