New user, need help on tuning ls 5.3

Greetings, I am anticipating the purchase of an hp tuners product, but dont even know which one is best suited for my application. Heres quick run down of what Im building and what I need to do.
1994 s10 reg cab lsx conversion from 2001 Tahoe 5.3l/4l60e trans
Comp cams 265hr cam.
This is all the information on the application I "think" is applicable to this post.
What I need to do:
Tune drivetrain for optimal performance after assembly is complete
Use Hptuners to make future adjustments in the event of nitrous oxide installation
Be able to use hptuners as a general scan tool on any OBD2 equipped vehicle for troubleshooting purposes

However it will NOT scan ANY OBD2 vehicle, just ones with supported protocol

Like a $600 system and it wont act as a scanner too?? Why not?

Let me clarify, it will work as a scanner but only on vehicles with a Supported protocol.

Don't expect to hook up to a VW or BMW etc etc and have it work.

Ok so Im budgeting a project, evaluating all options of how to perform each aspect of my project with respect to being cost effective, and what type gains I can observe and what it will do for me in the future. What am I looking at spending here? Thx
