LY6/E38 in a boat issues with no transmission.

Got a customer with a E38 running a LY6 in a jet boat. Boat runs pretty good as is, gets to around 60 but then it seems that the engine goes into some type of reduced power mode after a period of time. The boat doesn't have a TCM (obviously), so I am thinking that the lack of a transmission input or speed input is causing the ECM to freak out. I've turned off all the codes and set the reduced power pedal positions to reflect actual throttle position but it still doesn't seem like it's giving it full power from a dead stop and seems like it's cutting power up top.

Any thoughts?
